The Marcus Foster Education Fund (formerly the Marcus A. Foster Educational Institute) was founded by and later renamed for the late Oakland Schools' superintendent in 1973, and has served Oakland for over 35 years. Dr. Foster looked at Oakland, with its many problems common to inner cities across the country, and saw great opportunity. He believed that schools could be improved by educators, parents, businesspeople, and civic leaders all working together. |

GCO was launched by Mayor Jean Quan on April 28, 2011. At the launch, Mayor Quan also announced Oakland's Digital Bill of Rights. The launch included several non-profit organizations and government agencies in Oakland.
The City has already engaged in a wide variety of activities to improve access including upgraded library access, over twenty new computer centers for our youth in the Oakland Park and Recreation Centers, dozens of free wi-fi hotspots and more.
The individual organizations that make up GCO in 2010 are: the Oakland Technology Exchange West, and the City of Oakland. We hope to add to this list as organizations join us. By joining together, we will be in a better position to seek funding as a collaborative with each organization doing what they are most capable of doing. OTX West has begun this website to maintain a clearing house of Oakland resources.
